All boxing or sparring matches or exhibitions conducted on the Red Cliff Reservation shall be subject to the provisions of this chapter. "Boxing or sparring matches or exhibitions" as used in this chapter does not include any boxing conducted solely for training purposes.
28.1.2
No boxing or sparring matches or exhibitions shall be conducted on the Red Cliff Reservation unless under permit from the Red Cliff Tribal Council.
28.1.3
The Red Cliff Tribal Council may issue, suspend or revoke a license to conduct boxing or sparring matches or exhibitions to any club or association formed under this chapter.
28.1.4
The Red Cliff Tribal Council may establish a commission to provide guidance and to assist with enforcement of the provisions of this chapter.
28.2 SECTION 2: LICENSES
28.2.1
No boxing club or association shall be licensed unless it has an articles of association and by-laws, approved by the Red Cliff Tribal Council. Such articles and by-laws shall include, at a minimum, the following:
a. The name of the organization;
b. The names and officers of the organization;
c. The registered office address of the organization; and
d. The objectives of the organization.
28.2.2
All license applications shall be completed in their entirety and shall be accompanied by payment of a fifteen dollar ($15) application fee.
28.2.3
Licenses issued under this chapter shall be valid for a period of three (3) years after the date of issuance. After the expiration of a license, a renewal application must be completed.
28.3 SECTION 3: CONDUCT OF EXHIBITIONS
28.3.1
No boxing or sparring match or exhibition shall be conducted to afford the participants any form of profit. Participants in matches or exhibitions conducted on the Red Cliff Reservation are prohibited from receiving any money, compensation or reward for their participation, other than watches, medals, articles of jewelry, silverware, trophies or ornaments suitably inscribed to show that they are given for participation in an amateur boxing exhibition, but in no event shall the value of any such article exceed thirty five dollars ($35).
28.3.2
The Red Cliff Tribal Council may enforce violations of the provisions of this section through its duly authorized representatives, who may issue citations and suspend matches or exhibitions where necessary.
28.3.4
No boxing or sparring match or exhibition shall be for more than ten (10) rounds except where a championship is to be determined, the exhibition or match shall not be for more than fifteen (15) rounds. No round shall last more than three (3) minutes; there shall be a one (1)minute intermission between rounds.
28.3.5
Gloves weighing not less than ten (10) ounces shall be worn by contestants under one hundred fifty seven (157) pounds, and not less than twelve (12) ounces by other contestants.
28.3.6
No person under the age of eight (8) years shall participate in any boxing or sparring watch or exhibition on the Red Cliff Reservation. All contestants under eighteen (18) shall have parental approval to participate in matches or exhibitions permitted by this chapter.
28.3.7
Contestants shall break clean, and must not hold and hit. Butting with heads or shoulders, wrestling or illegal use of elbows shall not be allowed. There shall be no unsportsmanlike conduct on the part of the contestants; this includes the use of abusive or insulting language.
28.3.8
Organizations licensed under this chapter to hold boxing or sparring matches or exhibitions may allow or provide for decisions upon such matches or exhibitions to be made by the referee or by the referee and two (2) or more judges appointed by said organization.
28.3.9
There shall be a referee present in the ring during the entirety of any boxing or sparring match or exhibition conducted under this chapter. The referee must stop the contest when either of the contestants shows a marked superiority, or is apparently outclassed.
28.3.10
At a minimum, there must be at least one (1) emergency medical technician (EMT) present at any match or exhibition conducted under this chapter.
28.4 SECTION 4: PENALTIES
28.4.1
In no event shall any fine for violation of any of the provisions of this chapter exceed one hundred dollars ($100). Any citations written for violations of this chapter must comply with the requirements set forth in RCCL Chapter four (4).
28.5 SECTION 5: MISCELLANEOUS
Prior to participation in any event authorized under this chapter, all contestants shall complete a waiver form, approved by the Red Cliff Tribal Council or its designated entity.
28.5.2
Nothing contained herein shall, in any way, be construed as a waiver of the tribes sovereign immunity from suit.
